IMDb trivia page tells us that this movie started principal photography without a finished screenplay. Makes perfect sense: nice cinematography - awesome initial and closing sequences -, flat conspiracy/paranoia narrative. A movie that reflected the emotional strain of its time: Kennedy, MLK, the Pentagon Papers and Watergate all happened in the preceding years.
